MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university and one (1) year of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering; or

A master's degree from an accredited college or university; or

Two (2) years of experience as an Environmental Specialist I or higher with the State of Florida; or

Two and a half (2.5) years of experience as described above.

ADDITIONAL REQUIREMENTS:

Must be able to obtain a Class A CDL license and Restricted-Use Pesticide License within six months of initial employment and maintain licensure thereafter.

Frequent travel, including overnight and up to two weeks at a time on emergency programs, is required.

This position has regulatory responsibilities and is subject to the provisions of s.112.313, F.S, and Section 60L-36.003, Florida Career Service Rules and Regulations.

JOB DUTIES:

GENERAL STATEMENT: This position is responsible for supervising the daily operations in the Bureau of Pest Eradication and Control, with a primary focus on detecting and eradicating actionable plant pests in Florida.

Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled.

Evaluates and coordinates workload and quality to maintain equity and efficiency. Provides training and skill development to ensure efficiency in the field. Supervises and trains staff to conduct field observations and collections using approved sampling methods to collect and submit samples to the appropriate diagnostic section for identification and confirmation.

Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

Institutes quality controls to verify that plant pest survey, control and regulatory activities are performed accurately and in accordance with approved procedures. Ensures that an adequate number of personnel are available to achieve the required goals and objectives and that all safety regulations and other Department procedures are followed. Recruits and assists in the selection of OPS employees to fill vacancies in assigned areas.

Compiles and reviews necessary reports on survey, control, and regulatory activities, ensuring punctuality and accuracy.

Researches and recommends measures to improve productivity. Ensures performance measures established by the work plan are completed in a timely manner. Investigates and resolves plant pest and/or emergency program-related issues that arise in assigned work area.

Implements surveys, control actions, and regulatory inspections in response to new plant pest detections. Assists with the organization and response to special programs such as plant pest eradication projects and exotic pest surveys. These activities may require absences from assigned headquarters for up to 2 weeks and unusual working hours.

Communicates program goals to the public. Maintains organized and accurate records and files.

Assists subordinates with vehicle and office maintenance needs. Conducts and oversees safety training for all vehicles and equipment. Maintains all office and personal inventories.

Performs related work as directed by the Bureau Chief or Assistant Bureau Chief.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of Federal, state, and Division policy, rules, and regulations used in plant inspection, and the ability to apply such to relevant situations.
• Knowledge of Microsoft Office Suite.
• Knowledge of report writing, maps, and portable GPS receivers.
• Knowledge of field symptoms of plant pest problems including but not limited to citrus and phytophagous snail.
• Knowledge of various survey, control and regulatory techniques.
• Knowledge of program goals, strategies, policies, and procedures of the Department.
• Skill in working with Esri GIS database, applications, GIS mapping, and managing GPS files.
• Skill in conflict resolution.
• Skill in safely loading and/or unloading a trailer, towing it on public roads and use of other equipment, i.e. sprayers etc.
• Skill in performing basic math and completing forms.
• Ability to detect plant pests.
• Ability to interpret rules and regulations.
• Ability to organize multiple tasks simultaneously and determine work priorities.
• Ability to compile, organize, analyze data, and assign work to ensure completion.
• Ability to solve problems and make decisions.
• Ability to effectively communicate, verbally and in writing.
