Full Description

The Water Meter Technician examines, tests, repairs, installs, and changes out water meters on commercial, industrial and residential properties to ensure proper operation and accuracy. The job responds to work orders about broken or non-working meters, drives to the location, troubleshoots the meter, and performs needed maintenance or replacement. The job also turns on/off summer lines for sprinkler systems, adjusts meters for standardization, and sets out fire hydrant meters for dust abatement. In addition, the job assists other crews or staff as needed.

This is a journey level position, requiring knowledge in practices and principles of AWWA, OSHA, federal, state and City codes and regulations governing water systems. The job also requires considerable customer relations skills and the ability to deal effectively with angry customers.

The Water Meter Technician requires State of Idaho Water Distribution I certification and a Class A CDL*. The job reports to the Water Plumbing Supervisor but considerable latitude is allowed for independent judgment and decision making. The job requires the ability to maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, contractors, business owners and the general public.

The work environment includes exposure to extreme weather conditions, the ability to work in confined spaces, kneeling, reaching, and fine motor skills. The noise level is generally moderate.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs maintenance on City water meters using troubleshooting and mechanical skills to test, repair, replace, and change out damaged or inoperable meters.
  • Maintains daily work reports and meter reports and logs.
  • Performs maintenance around meter boxes, such as replacing broken or missing lids, adjusting height, removing weeds, etc. Turns water off for customer repairs.
  • During warm season, turns on/off summer sprinkler lines for businesses and residences. During cold season, thaws, repairs or replace frozen meters.
  • Sets out fire hydrant meters for dust abatement for new construction or remodeling.
  • May serve as lead worker for seasonal employees or other staff when needed. Assists other Water Department employees as requested.
  • Performs all work duties and activities in accordance with City policies, procedures, and safety practices.

ACCEPTABLE EXPERIENCE, TRAINING, LICENSES AND/OR CERTIFICATIONS

  • High school diploma or GED;
  • State of Idaho Water Distribution I certification is required*;
  • Idaho Class A CDL required*;
  • One-year experience in a water utility performing various service maintenance repair activities required;
  • Flagger certification is required;
  • First Aid/CPR certification preferred;
  • Confined spaces training via OSHA.

An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.

  • Hiring Note: The Water Meter Technician position requires a Class A CDL within six (6) months of hire date; and a Class I Drinking Water Distribution Operator certification within eighteen (18) months of hire. Failure to acquire this certification by the established date will violate the terms of the position and will result in layoff from the position.

CLASSIFICATION REQUIREMENTS

The requirements listed below are representative of the minimum knowledge, skill, and/or ability required for an individual to satisfactorily perform each essential duty and be successful in the position.

Knowledge of:

  • Various types of water meters, their operation, and the methods and equipment used in their testing and repair;
  • Methods, techniques, and objectives of testing, repairing, and replacing water meters;
  • Data collection and recording methods, techniques, and objectives;
  • Federal, state, local, and other applicable statutes, codes, and regulations for water meter testing and operation standards;
  • Idaho and AWWA water standards;
  • Cross connections;
  • Operation of basic office equipment.

Skill and Ability to:

  • Perform commercial, industrial and residential meter inspections, test, troubleshoot, and repair or replace water meters as needed;
  • Maintain daily work logs and meter reports;
  • Use computer to enter daily reports, field notes, office reports, and service records;
  • Provide courteous customer relations to all including disgruntled customers;
  • Operate a motor vehicle;
  • Operate hand and power tools related to job functions;
  • Maintain a professional demeanor at all times;
  • Communicate effectively in the English language at a level necessary for efficient job performance;
  • Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations;
  • Perform all duties in accordance with City policies and procedures with regard for personal safety and that of other employees and the public.

PHYSICAL REQUIREMENTS

While performing the duties of this classification, the employee is frequently required to stand, walk, stoop, kneel, bend, crawl, crouch and work in confined spaces. The job requires hand/finger dexterity to handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and operating a vehicle. The employee must occasionally lift and/or move up to 50 pounds with assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
