There is one Senior Manager II opening with the Yakima County Public Services, Solid Waste Division. This position manages, directs, supervises the daily operations of two municipal solid waste landfills and two transfer stations, along with all the equipment necessary to operate each location. Oversees the proper disposal of all solid waste, heavily involved in construction and long term planning, and ensures compliance with governing agencies. Often makes critical decisions involving waste disposal, construction, operations, and employee issues. Is on call to respond to emergencies involving the landfills/transfer stations (24 hours a day-seven days per week), such as wildfires, alarm response, facility fires, inclement weather conditions, and equipment issues. Oversees the monitoring of gas probe wells, and the gas collection and control systems, the passive vents, and the soil vapor extraction system. Delegates duties and tasks, and advises a variety of Solid Waste managers and supervisors. Informs the ER&R Manager of equipment feature requirements and tracks the equipment status for replacement.

Responsibilities:
Essential Duties:
Supervision/Scheduling/Analyzing work loads
Prioritizes, assigns and supervises the work of professional and technical staff at two municipal solid waste landfill, two transfer stations, and the multi lagoon septage collection facility. Ensures that activities are meeting the long term goals of the solid waste division. Approves leave requests, schedules shifts, monitors employee performance, prepares employee evaluations, recommends and implements decisions regarding employee selection and discipline. Provides holiday schedules, determines staffing levels for holidays that solid waste is open. Provides direction, guidance, and feedback to staff, consultants, and contractors.
Schedules employees for all shifts in a 7-day a week operation, completes and maintains records and logs for reports, work orders, worker hours, and materials/equipment used. First person who receives and responds to call out requests. Monitors crews and inspects job sites. Plans and schedules maintenance activities. Provides assistance and guidance to Moderate Risk Facility Manager and Scale House Manager and their staffs. Provides assistance to the recycling program. Determines what tasks, activities, and supervision can be delegated to the Field Supervisor and Cheyne/Snipes site Manager.
Daily Operational Planning and Long Range Planning
Performs daily operational planning and implements solid waste management plan action items such as landfill space usage and selection of landfill cells. Participates in long range planning for landfill space, staffing, budgeting, permitting, and other critical solid waste issues. Participates in preparation of bid specifications for capital projects and major projects. Gives direction and input to solid waste consultants and contractors. Provides strategic planning for efficient use of employees and equipment. Works in coordination with the Senior Solid Waste Manager to ensure that operations, planning, and goals are cohesive.
Coordination of Activities/Resource Management
Confers with management regarding project priorities. Participates in discussions and makes recommendations regarding long range goals, staffing levels, and equipment needs. Coordinates Solid Waste projects with other agencies, utility companies and contractors. Prioritizes, assigns, reviews, and directs daily solid waste projects and programs. Manages large Solid Waste projects such as earthmoving, cell expansion, road construction within the landfill and when necessary construction of new facilities/building. Considered subject matter expert in landfill maintenance, equipment, and operations. Point of contact for any activity in Solid Waste Facilities. Investigates and recommends type and upgrade if necessary of equipment. Makes daily operational and maintenance decisions on Solid Waste issues for all facilities under this position including personnel issues, materials, equipment and services needed for a seven day a week operation at three locations. Proficient in operating all heavy equipment, trucks, trailers, scales, etc.
Compliance Reporting and Solid Waste Subject Matter Expert
Provides direction, guidance, and feedback to technical and professional level staff, consultants, contractors, and architects. Responsible for ensuring compliance with local, state, and federal regulations for the handling and disposal of solid waste and hazardous waste. Ensures that all necessary permits are up to date and that all work is done in accordance with the permit. Routinely reviews slopes, daily cover, and elevation to ensure permit compliance is being met. Monitors emissions for Terrace Heights Landfill and Cheyne Landfill to meet Title V regulations are being met. Schedules HEO's and self for continuing education training to meet requirements. Ensures that all landfill gas monitoring equipment is operating correctly
Call Out and Citizen Complaint Resolution
Responds to inquiries and complaints requiring a supervisor's attention, including issues at the transfer stations, landfills, scale houses, office, and HHW. Receives and responds to call out requests. Responds to neighborhood complaints. First on call list for all emergencies and alarm calls.
Purchasing/Bid Preparation
Manage assigned projects including related activities such as recommending and approving material, approving schedules, resolving problems, negotiating change orders, recommending pay estimates, providing quality control and making recommendations on award of contracts. Obtains quotes, estimates and prices. Develops bid specifications. Solicits and evaluates bids. Procures materials, supplies and services.
Other duties required
May act as Solid Waste Manager during his/her absence. Other duties as assigned or necessary.
Education & Experience:
Associate's degree or technical school degree in construction, environmental sciences, heavy equipment, mechanic or other related field and Eight (8) years of landfill operations experience including three years at the supervisory level OR an equivalent combination of education and experiences which provides knowledge, skills, and abilities to successfully perform the essential duties of the job.

SWANA Manager of Landfill Operations (MOLO) certificate (or ability to obtain in 1 year)
SWANA Manager of Transfer Station Operations certificate (or ability to obtain in 2 years)
40 Hour Hazwoper certificate (or ability to obtain in 1 year)
Preferred:
Bachelor's degree in environmental sciences, construction, or related field and Six (6) years of relevant experience including three years of supervisory experience
Applicable solid waste management experience
Opacity certificate
First Aid Training
Proficient at operating heavy equipment, D9, scraper, excavator, etc
Mechanics Technical Certificate or equivalent experience/training
Environmental Science Degree
Valid State of Washington Driver's License with CDL class A endorsement (Note: If incumbent has a valid CDL, a current copy of the driving record is required prior to employment and pre-employment DOT Drug Testing and consent for queries of the Federal Motor Carrier Safety Administration (FMCSA) Drug and Alcohol Clearinghouse to comply with Federal Regulations (49 CFR Part 382 is required).
