The City of Wylie has an immediate opening for a Public Works Supervisor for the Stormwater division. The selected applicant will supervise, direct, and manage the daily functions of the Stormwater, division. They will also perform skilled and supervisory work. Will also be responsible for the maintenance and repair to City facilities, based upon assigned division.

SUPERVISION

Supervision is provided by the manager, or designee, based on assigned division.

Essential Job Functions

When assigned to Stormwater:

  • Supervises Stormwater activities and team members, when assigned.
  • Ensures that all program elements comprising the Texas and National Pollutant Discharge Elimination System (TPDES/NPDES) and the Municipal Separate Storm Sewer System (MS4) are fulfilled according to national, state, and municipal regulations.
  • Develops, implements, coordinates, and administers municipal stormwater programs, procedures, regulations and ordinances to assure continued compliance with state permits.
  • Coordinates and attends public education and outreach events, as well as prepares and presents stormwater quality materials and presentations.
  • Inspects, maintains, and repairs stormwater drainage systems in public rights-of-way and easements, including drainage culverts, under and around bridges, stormwater inlets, drainage channels, and drainage basins at frequent intervals to ensure that all aspects of the systems are functioning properly.
  • Assists with the inspections and identification of point and non-point sources; industrial, commercial, and residential stormwater structures; and detention ponds, creeks, and ditches.
  • May participate in activities relating to the Streets division, such as roadway pavement repair, guardrail repair, bridge and culvert maintenance and repair, and drainage ditch maintenance, including reshaping.

Minimum Job Requirements

High School Diploma or equivalent. Minimum of one to three years of related experience. Six months or more of supervisory experience preferred. Valid Driver's License. Must have Texas Driver's License within 60 days of hire. Must maintain required certifications/licenses throughout time in position. Completion of National Incident Management System (NIMS) training courses as outlined by Emergency Management after hire.

When assigned to Stormwater:

Five years of hands-on verifiable experience in maintenance, repair, operation and/or construction of municipal stormwater conveyance systems and use of materials, equipment and methods employed in stormwater system construction, operation, or maintenance.

Must have the ability to obtain and maintain the following within one year:

  • Class A CDL with no restrictions except "A"
  • NPDES Certified Stormwater Inspector
  • Backhoe Certification
  • Vector Mosquito License
  • Confined Space Certification

Physical Requirements/Work Environment

PHYSICAL STRENGTH REQUIRED:

High to very high: Exerting 50 - 100+ pounds occasionally, 25 - 100 pounds frequently, or 10 - 50 pounds

constantly. Lifts up to 100 pounds. Pushes, pulls or drags up to 150 pounds, with help. Works in all types of inclement weather (heat, cold, rain, etc.). Possible exposure to biological and/or infectious materials. Some exposure to mechanical, electrical and explosive hazards, dust, toxic and chemicals, using proper

safety precautions.

  • Retirement benefits with Texas Municipal Retirement System. Contributions by payroll deduction. Employee contributes at 7% level. City matches 200% of employee contribution. Mandatory.
  • Deferred compensation - Nationwide and Edward Jones. The City does not contribute. Employee contributions by pre and post-tax payroll deduction. Optional.
  • Health/Dental/Vision/Prescription insurance PPO plan. City pays full premium for employee, approximately 47% of dependent premium.
  • Flexible Spending Account - allows for pre-tax deduction for eligible medical expenses as well as dependent care expenses. Optional.
  • Health Savings Account with a High Deductible Health Plan - City contributes $700 for employee only coverage and $1,400 for employee + family coverage.
  • Life insurance - 2x annual salary through New York Life. Fully paid by City and 1x annual salary through TMRS. Total of 3x annual base salary.
  • Long-Term Disability for all full-time City employees.
  • Thirteen paid holidays: New Years Day, Martin Luther King Day, Good Friday, Memorial Day, Juneteenth, July 4th, Labor Day, Veteran's Day, Thanksgiving Day and Friday following, Christmas Eve, Christmas Day and one floating holiday.
  • Vacation - Earn three weeks of vacation in the first year.
  • Sick leave accrues each full pay period.
  • Sick leave conversion to vacation leave (once per year in January).
  • Sick leave buy back (if budget allows; once per year).
  • Bereavement leave, military leave, jury duty leave.
  • Longevity pay $8 per month of service; paid once per year.
  • Workers' compensation benefits
  • Tuition reimbursement - $2,000 per year.
  • Direct Deposit - City of Wylie Payroll will deposit employee paycheck to any bank accepting wire transfers.

  • City pays every two weeks. (26 pay periods per year)
